Study on Judicial Service from the Perspective of Rule of Law

—From the Perspective of the Development and Reform of Qianhai Cooperation Zone People’s Court
Abstract:
Approved by the Supreme People’s Court, Qianhai Cooperation Zone People’s Court was officially established on January 28, 2015.
“Qianhai Cooperation Zone People’s Court will take the building of itself into a model zone for the socialist concept of the rule of law as an important mission. The court will be committed to providing more perfect and convenient judicial safeguard and service by identifying the orientation of Qianhai’s development and by catering to Qianhai’s characteristics. The court will, in accordance with the principle of jury judging and judges being responsible, improve the mechanism of exercising the judicial power and strengthen the exchanges and cooperation with courts in China's Hong Kong and Macao, in an effort to offer more new experience regarding to the improvement of the socialist judicial system with Chinese characteristics and to turn Qianhai Cooperation Zone People’s Court into a model court of comprehensive reform,” Zhou Qiang, President of the court, said after the unveiling ceremony.
Located in Qianhai Cooperation Zone, the only model zone of the socialist judicial system with Chinese characteristics approved by the Central Government, the newly-founded Qianhai Cooperation Zone People’s Court needs to think how to offer the courts on Chinese mainland advanced experience in judicial reform, how to show China's Hong Kong and the international community China’s achievements in judicial level and legal construction.
This article aims to, from the perspective of the development and reform of the Qianhai Cooperation Zone People’s Court, further analyze the development trend and the definition of judicial service on the basis of the theoretical foundation and other countries’ experience of judicial service. Based on this, this article will also offer in-depth analysis and discussions as well as systematic solutions on how to build judicial service system named “Model Zone for Socialist Legislation Construction with Chinese Characteristics”, with an aim to improve the development of Qianhai Cooperation Zone People’s Court and the judicial reform of the courts on Chinese mainland.
